February 2011 Legion America Inc. was hired by WMATA to analyse DC Union Station in support of the North Mezzanine Improvement Project. To address the conditions projected for 2030, two different designs were evaluated with a view to future ridership and station usage during the AM and PM peak hours. The two designs represented a 'partial build' and a 'full build'.

Legion simulations and analyses revealed that the 'full' upgrade option led to major improvements in pedestrian density, escalator clearance times and travel times. The travel time savings information is now being used to support a Tiger Grant application to obtain funding to design and build the full upgrade. In the diagram, portion 'A' represents the partial build and 'B' the full upgrade.
